After playing around with OD+, I think I finally figured out how to fix it. When OD+ runs, it automatically sets the taskbar to autohide and to allow windows to go behind it. So in order to fix that, click on the start button on OD+, then in the start menu, right click then go to properties - which should bring you to the taskbar options. Then just uncheck the autohide and check the "keep taskbar on top of other windows."
