actually anyone can arrest anyone pretty much "Citizen Arrest" is still on the books. bounty hunters at one point in time had more leway and power than police because of limitations presented by laws. you should consider reporting him for doing that. an un-balanced person should not have a carry permit let alone the fact that raising his hand in such a manner is legally considered battery in many states.
