First. The AI DOES NOT cheat. It optimizes the things it does. Where you may not raise your taxes when optimum morale is attained the AI does. If you play with the all AI at intellegent it is as close to a human as posible. At levels higher than intellegent the AI does gain advantages. Mainly from increased tax collection. There have been numerous posts about this already and some forum browsing will reward you with a tremendous amount of info.

Send the constructor to the SB. When it comes in contact with an existing SB you will ge a pop up asking if you want to upgrade.
