If you change the initial settings to anything other than unknown in the initial setup screens on relations you will have communication with them (once you have Universal Translator). The thinking on this is; how can a race be friendly, warm, cool, etc. with out *knowing* you. Stardock gets in trouble with no one. Many more references other than Star Trek in the game.

While not an expert I have never seen anything that says resources can pop up mid to late game. Nor anomolies .
