This sounds like you are using the version 5.00.001 which uses the ODBC source.

If you are an Object Desktop subscriber, you can update to the latest beta 5.00[b].009, which does not use the ODBC source.

If you can post the text from the "System Information" report generated in WB5, there may be some additional help available.

Does an Object desktop subscription cost money?

Yes it does ($49.95).

As an alternative, you can try to go here https://www.stardock.com/sdnet_login.asp and fill out the appropriate fields to receive a download link via E-mail for Stardock Central. Note - this asssumes you have purchased the stand-alone version of WindowBlinds 5 and will therefore have an E-mail address and password to use.

Install Stardock Central after downloading > select the Object Desktop category in left pane > use Tools\Register products to invoke the register dialog > select the WindowBlinds 5 listing in the drop-down menu > type or paste your serial number in the appropriate field > click "Update" > select the "Show pre-release versions" option in the bottom of the Stardock Central window > install the WB 5 version 5.00[b].009 - which is the latest beta, and uses the ".ini" file.

You might want to uninstall the current version of WB 5 before installing the latest beta, to remove any issues that may linger due to the ODBC data source issue.

Note - If you are using the "shareware" version of WB5, then you will need to wait for Stardock to release the updated 'release' version of WB5 to update your installation. I do not have any accurate information as to when this will be released. If you are using the shareware version, and based on the current issues you are experiencing, I would recommend waiting until the updated shareware version is available.
