WB5- Won't apply new skin without a reboot

I'm running XP sp2. I installed 5.0 and it seemed to install fine (after uninstalling 4.0). However I can't apply skins. The right click/apply doesn't work nor does downloading it and clicking on the pop-up window which used to do the trick. Rebooting will get the new skin to apply though. An uninstall/reinstall didn't help. Any ideas on this?

I am not sure it is related, however, I may have had a similar issue and found a workaround. When I would install a new skin with WB5 occasionally it would either: half install, not install, or install a different theme. The solution I discovered was to always apply the "Windows Classic Style" first. Then apply the new theme I wished to test out. Perhaps, if you try this, it will save you a reboot. (Unless you meant exactly this when you said "uninstall/reinstall")
