transparent windows?

I don't know what to call it, but in a window, there are 2 small buttons on the upper left hand side. the lower one makes the entire window semi transparent.

My question is, how can i adjust the transparent level?

The buttons you describe are not in all skins...The only way I know is to modify the transparency setting in SkinStudio.
