WB5 - "Set Always On Top" not working

Under Advanced Settings on the User Overrides tab, you can choose actions for right-click and double click on a window title bar. In WB 4.6 I had right click set to "Set Always On Top" and everything worked fine. In WB5, I cannot get it to work as either a right click setting (the regular windows menu pops up) or the double-click (the default windows maximize/normalize behaviour occurs)

this is not working right for me as well. wb 5.5 and xp pro.

it only works with older skins, not any newer ones.

I believe it's a conflict with per-pixel skins.
