onto Windows Blinds 5?

Hi, I had a look at some of the screenshots, and one caught my eye...

So I installed Windows Blinds (Free version), but it wasn't there.
My questions are...
Is this a purchase only skin?

and if I can get it on free...

Where do I download it...
and where to I extract etc it to?

it is bundelled with WB 5 sharware version ... called Arrow ...
