Oh! And there are also battery powered ones. Since most of these devices only work for 25 to 50 feet. You could get the batter powered one and put it really close to the property line of the offending dog. Make sure that he's getting the message.

It's a simple device.
Plug it in. When the dog barks, It emits a noise only the dog can hear.
Makes doggie unhappy and doggie learns not to make that noise again.
Safe. No collar involved.
And there are other sites with the same brand and/or similar products.
