Where did the Windows Bar go?

So i was fooling around with object dock and i did a "hide the windows taskbar" and then I decided to change it back and it doesnt work. The windows bar doesnt "show up" when I uncheck that button, but I get the feeling its there because when I open a new window, there is a space at the bottom the size of the windows taskbar but since its not there, i see through to the object dock.

EH? I tried the windows taskbar properties too -.-
