Another .DLL error

Well, in addition to my other problem with WindowBlinds, (which still hasnt been resolved, link to that thread here.

I'm getting a new error when I open up my appearance window using the WindowBlinds program that says; An exception occured while trying to run "Shell32.dll,Control_RunDLL desk.cpl"

What does this mean and how do I fix it?

I'm also have problems with Dispaly Properties/Appearance. Crashes everytime I "apply" or "ok."

Update your graphics drivers. A less likely cause is your firewall blocking rundll32.exe.
