DLL. to APP. Error? HELP!

Well heres the problem. I install a WBA. file, it goes to my WinBlinds directory. Then I right click on my screen (im running XP) go to properties then to appearance.
Heres where the real trouble starts, when I pick a skin from the list and click 'apply' or 'ok' an error comes up saying something about my computers trying to run a DLL. as an APP.. I have no idea what this means. And then my comp freezes and i have to restart and my desktop never gets skinned.
Any help would be greatly appreciated.
(Also, something else that is wrong is when I open up the WinBlinds program and try to instal a skin from there, the only thin that happens is that my start bar turns a uniform color as well as my background, the buttons themself or the overall style stays the same
