If you mean a windowblinds skin then you need Skinstudio. https://www.stardock.com/products/skinstudio/downloads.asp

or you can create your own desktop environment with desktopx, with or without a start menu and/or tray bar.

Click on the software tab at the top of the page. You will see a big list of different types of software that do different things. All the software in that list is safe. Most have free trials.
