Need a little more information please.

First, make sure it is not set to auto-hide via "Right-click taskbar > Properties > Taskbar appearance section" - it does not sound like an issue with this, but is included for completeness.

Are you running a program and/or theme that has the option to hide the taskbar?

If you have a theme going awry, you can read this mini tutorial and try clearing the cache http://corkyo.wincustomize.com/Articles.aspx?SID=5463&AID=82461

Note - clearing the cache will remove settings for the current theme to startup automatically with Windows, and will force the default settings to load for the relevant program.

Again, it is hard for someone to help without more information.

Are you using Desktop X. If you are it automatically hides the taskbar. All you have to do is run your cursor down there and bring it up. Then right click on it and click properties and un check hide the task bar. If you always want to see it you will need to check on always keep taskbar on top. This can sometimes happen even without using Desktop X.
