Objectdock help please

I`ve used this before but now i have a new PC, so i downloaded object dock and i can`t get it to work properly. The problem is that i can`t delete the weatherdock or move the icons, i also can`t create any shortcuts unless i go into the objectdock options, on my old PC i just dragged what i wanted into the dock. any help would be gratefully recieved.

Do you have Lock Dragging selected? - "Right-click dock > Lock Dragging"
