Shortcuts don't always work with flyouts

I have ODP installed at home where I setup a flyout menu that points to a directory of shortcuts. When you click the shortcut, the application launches just like if you add the Start Menu to a dock. On my laptop I tried doing the same thing but instead of launching the correct app, the app "opens" in PSPad (a text editor) or just does nothing at all. PSPad does not have any files associated to it and the shortcut by itself works correctly. Also, it works from the Start Menu icon in the dock. Any ideas as to what could be wrong?

UPDATE: I've resolved the problem with PSPad but I'm back to old problem where nothing happens when I click an item in the flyout for the shortcut folder. Again, it works fine in flyout for the Start Menu.
