If you are talking about a skin, the answer is "no".  WindowBlinds has more features than the default styles in Windows and it uses its own format.  Therefore, you need WindowBlinds to use WindowBlinds skins.

So I would have to install Windowblinds as part of my installation proceedure?

sort of, set WB to the windows default skin and it won't load WB when you power on. Then when you're ready to use them fire it up.
And have Windows recognize and install the new screens ?

nope, see BGKG's comment above. That's not a windows function that's a WB function.
