I know this looks like it could be 1990, but it was actually from May 99. It was funny that my coworker showed me this picture just recently with my previous post on Hybrids. As to the price, well Clinton was in office and had opened up the National Oil Reserves, oh ya the bubble hadn't burst yet either.
