You have to read the Litestep docs thouroughly before skinning it. The modular design of it means each module has a differing layout/configuration, so each dll will usually come with detailed text file explaining the processes for each.
I've actually made 1 litestep theme by working through the documentation. It isn't too hard if you follow the directions as best you can, and it was also very enjoyable the first time I loaded the theme up and it worked.

One way you can tackle it, is to take an existing theme and modify it.

Take it a module at a time (as Hippy suggests) and change the inages, functionality etc. That will mean looking at the modules' readme.

Gradually change all the modules till you have your own theme.
Consider adding other modules for more functionality.

The power of LiteStep is it's complete ability to customize the desktop.
It's only limited by your imagination.
