Icons shifting in tabbed dock

I have a tabbed dock for my systray apps that acts as a drawer sitting on the right edge of my screen. I has the plus/minus icons because of all the apps I have running. 
I often see a strange effect where the icons will shift to the right beneath the icon next to it on mouseover. It will return to it's rightful place on mouseout. The effect goes away when I use the plus/minus to show the rest of the icons. I believe it does not behave like this if the dock is long enough to accomodate all of the icons, but my PC at home doesn't have the resolution to allow me to expand it out that far! (I have been trying for the last 5 minutes to reproduce it again at work, but it's not cooperating
