But how do you actually submit your game scores to the metaverse? I can't find any way to upload a saved game to stardock; does it somehow do it automatically, thus requiring me to be online when I finish a game?

You need to be online when you finish the game. After the section when it tells you your military, social, etc. score, it will give you the option to submit.

You will only get a option to submit if you on online the turn the game ends. Fortunately, there is automatic save game at that point - so if you happen to be offline, you can restore the game when you are online.

Thanks guys! I play Galciv on my laptop at work (shh don't tell) so I'll have to make sure I'm online next time to submit the scores.
