Where do you get the program to create new mods & technologies for GC?

Look at the link page of most of the empires, there u will find a link to download the galcivwriter fron Hawaii five zero (hope name is correctly spelled)

Go to the GC mods page and you will find atread called the galciv writer you will find the link there.
