Is this wallpaper a virus???????

I download a few walpapers created by "kenwas". Two of those jpg's behave very strangely.
One is "Bernese Alps" and another "Serengeti Plains". I can't view them. Norton AV can't scan them.
When I try selecting security option - I get message, that "I can't chenge or modify any settings" even though I'm logged in a as admin. Something is very strange.
Does anybody have an idea?

When you downloaded the walls did you unzip them first?

NOD32 AV says they're fine. Opened them both in PSP, everything seems normal.
