I'm back after a long hiatus, and find I cannot access my uploaded skin unless I pay you.

Are you saying you've reached the download cap? As in already downloaded 50MB? Everyone that doesn't contribute financially to the site gets capped at 50MB. It's not just you.

50 MB is quite a lot of free stuff.
