Bootskin colors not the same as preview

I am trying to create my own bootskin. The picture is the correct resolution and 4bit 16 colors. Everything works and looks fine in the Bootskin preview window. However, upon actual boot, the correct colors only flash briefly. Then you can still see the picture, but everything is red. Any ideas for a fix?

Is the progress bar one of the same 16 colors as the bootskin picture itself? You must only use 16 colors for the entire thing. Background and progress bar.

Use the same pallete for bootscreen and the progress bar...
even the same arrangement.
