Quick noob question from me...

I have been here for some time actually (First time poster though lol) and I have absolutely fallen in love with this site. I love just about everything about it. I also made a wall paper that got submitted so I think that's also pretty cool. However today I found, as I was downloading a skin, (VboX) that I have downloaded my maximum # of Megabytes (50) and I need to register or purchase a stadock program, or subscribe to wincustomize. I am wondering 2 things right now and if anyone could answer them that would be fantastic 
1- Although my time is somewhat over as a registered member can I still submit skins/wall papers/anything?
2- Where do I go to register a stardock project? Or is that the same thing as buying one?
If anyone can answer any of this, that would be great. Anywho thanks for listening -)
