As to your original question, neither StyleXP nor Starskin will 'design' skins. They are products to install unsigned msstyles/visual styles. Unsigned means they bypass MS security for visual styles.

Since this is a community site composed primarily of Stardock software users, what 'everyone' uses is WindowBlinds to apply the skins and SkinStudio to make them, as Essencay said.
WindowBlind skins aren't unsigned skins since Windowblinds runs a separate process to apply its skins without tampering with or altering MS's theme security.

Just from reading about various programs just wanted to know the best one to use......
