windows cant open anything i download

windows cant open anything i download, it sais that it cant open the file and it asks me what i wan to do, use the internet to fined a program to open it with, or chose a program to open it with, what program do i open it with?

what kind of a file? Windowblinds, bootskin, desktop x, object bar, cursor xp, icon packager? There are many. Have you installed the necessary software to load whatever theme you are trying to apply? If no then go back to the page you found the theme and at the top of the page will be a link to the program.
