that depends on how much the vwm app/plugin/module does.

if it´s only the multiple desktop functionality then you´ll hardly notice a difference at all.

if it´s also displaying snapshots of your multiple desktops and refreshing them quite often then that can become quite cpu-intensive. (i am talking about screenshot-like snapshots here, most vwm apps only display window borders what is not cpu-intensive).

the only apps that display the mentioned screenshot-like snapshots (nice eyecandy) on MS Windows are DVWM and two LiteStep modules (xvwmx and rabidvwm).
on Linux the Enlightenment pager provides the eyecandy (and still the most sophisticated vwm functionality). as window management is done completely different on that OS it´s not cpu-intensive.

I've been using Alt-Desk by Aston http://www.astonshell.com I've never had a problem with lagging anything and it's skinnable too
