Copyright question

I know that screenshots are accepted here that show off a person's desktop

Is a site that solely shows off screenshots of windowBlinds skins...does not provide any downloads....acceptable in terms of copyright? If so what information other than crediting the author would be necessary or should be included, whether required or out of courtesy?
