Yes but you must have skinstudio pro(if you mean windowblinds) and permission to use the images if they are not yours and you plan to upload the skin, one thread can be used to ask all questions.

In order for the sys to work you must have sysmetrix installed... do you?

Cyrix is danillo oc's windowblind
And I assume by 3fx sys he means the sysmetrix theme to match the 3fx windowblind, also by danillo

For the sysmetrix theme to work you must have the actual program, which can be found here

start up sysmetrix, then right-click on the theme that comes up. Go to configuration. In the configuration window, import theme.
