Personalize Login screens

Hey, is there a way to personalize login screens? Well i know there is a way, my boyfriend did it but I dont know how he did, or what programs he used, etc.
I looked on Download.com and all i found was some bootyskin program that seemed to be not so popular among its customers...
if you know how to do this, could you PLEASE respond, and hopefully keep in dummy-terms because I am new to all this personalization deals.
I have bootskin, objectdesktop, skinstudio, windowblinds, and iconpackager (all the free versions) and non to my knowledge have anything to do with the login screen.
