Hello,
Sorry to hear you are having issues. IF you're using Start11v2, You should be able to pin a folder menu which will open as vertical menu. Something like screenshot below.

And should get something like this.

thank you, I was doing the pin folder not pin folder menu.  great thanks!  is there a way to change the icon from a nrmal windows folder?  it says can be done from properties but dont see that option when right-clicking.

oh i had to change the icon before adding it.  so i removed it and added it again.

ALSO - is there a way to put it on the very right?  like these used to work in windows 10 and in my screenshot in my original post?

This is not possible. But, you can always click and drag to arrange it.

Here's how I use this feature:

1)  Create a new folder somewhere on your C: drive, and name it appropriately.
2)  Change the icon for this folder to what ever you like.
3)  Create shortcuts for all the apps, folders, and files you want to include in this menu, and place in the folder created in #1
4)  Change the icons for the shortcuts as you like
5)  Rename the shortcuts as you like (The items in this folder will be arranged alphabetically, so naming is important to order them the way you like)
6)  Now pin this folder to the taskbar as a "Folder menu"
