Create proper submenus

I switched from OpenShell to Start11, but one feature I can't seem to duplicate is the ability to:

1. Create a submenu that isn't under the Programs main menu. I worked around this by pinning the actual folder to the start menu, but I think this is what's causing

2. Clicking on these submenus opens the folder in File Explorer instead of immediately popping out the list of items contained in it. If I hover over the submenu for a little while, then it shows the items in it. But I really want the ability to just click on them quickly.

Is there any way to create proper submenus that aren't under Programs?

If you are talking about creating a folder on the start menu with a sub-menu of its contents, try right-clicking a pinned folder and select "Open folder as a menu."
