I upgraded to a second license for Stardock 11 V2, billed, but does not reflect in my purchases.

Sorry to hear you are having issues. Usually, there was issue with typo in email address while purchasing was done or if you're using paypal, that purchase most probably be link to your paypal email account. Check that.
If both are not the fact. Please raise support ticket using the link below, use the product not receive option. Include all information details. Remember to record down the ticket number for future reference if needed. Do not raise multiple ticket, that will make your ticket back to the end of the line. Send once and wait. Ticket will be answer by the order they send in.
