Start11 Icon Tooltips

It would be nice to have a setting to turn off tooltips on Start11 start menu icons.  They don't show up as modern Win11 black theme tooltips but the old style light grey tooltips, and sometimes they show on certain start menu icons and not on others so it's a bit inconsistent.

I found that if the icon text is too long it shows a tooltip, for example Visual Studio 2002 shows a tooltip.  Renaming it to Visual Studio shows no tooltip.  This is on the Windows 11 style menu.
