Taskbar and full-screen applications

If I enable "Let Start11 enhance the taskbar," applications such as games or VMWare Horizon client will still show the local taskbar when they are in full screen mode.

For games, this is annoying.  For Horizon, this blocks access to the remote taskbar and start menu.  Sometimes, through repeated minimize and maximize, I can overcome the issue.

I am running Windows 11 23H2 (OS Build 22631.3880) on my laptop.  I have the same issue on my desktop with the same OS.

By the way, I do not have auto-hide enabled and don't really want that.  It would make the taskbar go away, to be sure.
