Just installed latest windoze 10 update v 22h2. Rebooted. All the fences are present, however all the links are not. only one fence was present with icons in it. pc trash can are also gone. Links are present in C:\Users\yourname\Desktop but they don't show up. Can add new links. Had version 2 installed, upgraded to the latest, no change.

Sorry to hear you are having issues. This issue usually related to OneDrive desktop sync. Try this, turn off OneDrive desktop sync, move back all those desktop icons from OneDrive to Desktop folder. Restart explorer and see all the icons return to your Fences if not please try do the layout snapshot restore. Try it and report back.
