Am i missing something? Vasari research

First time playing in a month or so. Did something change with the Vasari as far as research is concerned? It looks like you need level 1 Empire to build a research outpost but need a research outpost to go to level 1 Empire. Any idea how i get the first one?

Develop planet at least one step up in Civilian Research, as documented. You got Mining, Logistics, Defense, Civilian Research, War Research Development columns.

Research levels are done on the planet (bottom right bar when you select the planet). The orbital stations are to accelerate your research rate. For the first tier or so you won't need orbital research stations right away, but it will quickly get way too slow without them.
