Phantom Scroll bar not attached to fences box

Hello, new user here. Love the product but every now and again I get a phantom scroll bar that sits on the screen, looks like it used to belong to a drop down menu and when I move it, the scroll bar stayed but the fences box moved?  Weird I know. Any ideas of how to kill it?
