Was having trouble with windows taskbar icons disappearing on cold startup, but appearing after a reboot. Tried this beta in hopes that would fix it, but the problem persists in the beta also.

As far as I can remember, this started happening after the February Windows Update.

That is strange. Please try this, uninstall Start11, reboot immediately after uninstall finished. Re-download latest version from your product account page. Install it, reboot again. Retest it and report back.
