Is there any Stardock software that will return the toolbars to the taskbar in Windows 11? I used to have folders that would have shortcuts in them that I would assign to the taskbar as toolbars and be able to access those shortcuts from there. Win 11 removed this feature. I'd like to have it back.

Sorry to hear you are having issues. Stardock Start11v2 do have "Taskbar Pin", refer screenshot below, should be very similar Windows taskbar toolbar. You can do 30 free trial and see if this function is what you're looking for: https://www.stardock.com/products/start11/
