I think this thread may have gone off on a tangent here.
Start11 will only sync pins in response to a pin operation in the OS and will only sync items that were in the list earlier and now are not (thus deleting) or are in the list now but were not before (thus adding). It does not import the entire thing at that time.
The only other time Start11 will import things is when first run when it will import the entire original OS menu.
Did you perhaps reset all settings before installing the new build and so it imported the OS menu on first run?
Upgrades to Start11 do not cause Start11 to reimport everything.

Nope - i did nothing. There was a popup saying that there is a new version and i clicked to get it installed. No configuration changes, not settings touched. After upgrade 15-16 out of my 34 pins got duplicated (with medium sized icon). I then deleted 2 or 3 pins but then i realized that for reporting the defect would be better to keep them. The rest is still there if you want to examine it.
Based on your description sounds like a real defect to me.
You mention pin operation in OS - but there are two different entries in the menu - pin to Start11 and pin to Start.
The former sounds like operation by Start11 (not sure of that synces to OS pins), the latter sounds like original OS pin. The fact that not all the pins got duplicates indicates that the factor may be the pin method i used previous (it was more than a year ago, i dont remember how i did them anymore). I could retest it on next upgrade to confirm positively. Would there be any log of pin actiion or pin sync in the logs?
