Fences 5 activation popup not working

I have a Fences 5 subscription. Recently, when I created a shortcut on the desktop, There was a popup dialog requiring my activation. The response was that it was activated, Yet the attempted shortcut was not created and the same popup occurs when I try again. I downloaded and reinstalled the app, rebooted, and the same condition returned. 

Anyone know why this is happening or what to do to fix this? Thanks.

And, if these steps don't work. Please post more information on your system and issue.

  1. Windows full version number. Use Winver.exe
  2. Was Fences 5 install over Fences 4?
  3. Screenshot of the said popup message.
