Can I run Start11 on more then 1 pc? I do not use my pc commercially it's for personal use. I just completed a itx build & have another new build on the horizon, an open air case. If it's possible how do I add the other pc?

If you need just to test out Start11 on another PC you can deactivate current activation and install it on another PC. But, if you want to have both PC to have Start11 and running at the same time or just don't want to bother to activate/deactivate steps over and over. Yes, once you purchase Start11 v2 (or any Start product), you will be able to get additional Start11 v2 licenses at a discount using the 'upgrade' link on the product page(s).
Note: It would be prudent to choose the highest quantity you believe you will need for your 1st purchase \ upgrade as if you use the ‘upgrade’ option, new keys will be issued instead of adding PCs to an existing key.
