Rollup fences move after reboot

I've read through the forums and  I understand it's a problem when you have more than one monitor, but that is not the case here. I only have one monitor and whenever I reboot my system the fences move to where they are when they are rolled up. This only happens when I have the taskbar at the top of the screen using Start11. I found some old threads on reddit, but no solution. I have Fences 4 and Start11 on steam. 

Edit: This only happens when I restart or shutdown. If I put the PC into sleep mode it stays the same. If I turn off my monitor and wait to turn it back on for a minute or two when I start my PC they also stay in place, but the other programs that run on start move into weird positions. For example, usually the razer splash screen is dead center, but if I wait to turn on the monitor then it moves to the left and up.

I will post some screenshots in a few minutes to show what I mean, I just need to reboot my system.

Hello,
Sorry to hear you are having issues. If you do restore screenshot does the Fences revert to their proper location? Also if you use default font for all the Fences title. Does the issue resolve?

Also, need to know your Windows full version number. Use Winver.exe. And your monitors resolution and scale factor (100%,150% etc)
