Lock Fences QoL suggestion

This is a QoL suggestion. The lock fences option works as advertised, keeping you from making any alterations to existing fences. However, it really shouldn't keep you from creating new fences. Furthermore, I think you should be allowed to resize, reposition, or select any option for the new fence until it gets populated. As it currently stands, I need to untick the lock fences option, create a new fence, and then re-enable the option to protect my fences setup after I'm done fiddling with it.
