Both the on-screen Start Button and keyboard Start button key activates Start11 Menu. But on touchscreen devices, like a Surface, when swiping up to access the start menu, the default windows menu comes up instead.

Sorry to hear you are having issues. I have no touchscreen capable system to test but have you test out this setting? Change those setting and see if it help. Report back.

Thanks. Good idea, but I've already got that selected .
It seems like the up-swipe gesture is a different command than the actual start button. Not sure why.
What I meant is try to change all 3 options, one after another, and see if there any differences. Report back.
