Start10 issue and Start11 on Windows 10 ?

I have a desktop with Windows 11 / Start11 and a laptop which is still on Windows 10 (for various reasons) and still has Start10. On my start screen, I have links to programs, folders and websites. On the Start10/Windows 10 install, previously when I would pull up the Start10 start screen (set to Windows key) and click on a link to open a folder, it would open directly. Now, it finds the folder, but the folder window does not open directly - instead stays in the taskbar and blinks orange. I have to click on the folder in the taskbar to open it. Opening programs or web pages are no problem. The Start10 install is the most recent available, it tells me there are no updates available.
Anyone else experience this?
Start11 is working fine on my desktop in that regard. I see that it is possible to install Start11 on Windows 10. Do you think that might solve the problem? I have one each product keys for Start10 and Start11 - each one is only installed on one machine. Would going from Start10 to Start11 on the Windows 10 machine be a paid upgrade or can I use my existing Start11 product key on more than one machine?
